Because they help rich people get even more rich from gullible poor people.
They couldn't care less that bitcoins make it so much easier for refund scammers from Kolcatta to fleece easily-flummoxed senior citizens out of their savings than they did with Apple gift cards. Banks don't even properly train their tellers to intervene when they see the obvious as shiat red flags, like when a worried 80-year-old woman when a cell phone in her hand speaking to somebody in a foreign country who is instructing her to withdrawal $40,000.

fark it, I'm with the scammers now. If you're 85 and can't tell the difference between a legitimate charge and a fraudulent one, then you have too much money.
Someday the world may change on you as well, and the nefarious forces that are actually robbing you will come to you dressed as the nefarious forces you think you legitimately might owe.
It's gotten to the point where I literally have made mistakes because I didn't trust that genuine emails and phone calls were real. Maybe the actual creditors can take the money from the scammers instead of me.
Can someone tell me a legitimate use for these machines that doesn't involve crime? And no, "I'm just buying bitcoin" doesn't count, you don't need an ATM for that.

I understand that age related mental decline is a thing, but I struggle to empathize. I cannot imagine being in a state of mind where I would accept that I should withdraw a large amount of cash and put it in a Bitcoin ATM - in order to dispute Apple charges.
That is just impossibly wrong. If a person cannot identify something that wrong, I don't know how they can function at all.

The original premise was that they would encourage the growth of Bitcoin as an alternative currency by making it easy for people to buy and sell Bitcoin as an everyday activity. So you might go to a local coffee shop, withdraw $100 worth of Bitcoin, buy a snack there while you were waiting for the transaction to finalize, then get groceries on the way home.
A lot of the machines ended up as one-way vending machines rather than as full ATMs though, and now that it's much easier to convert fiat/BTC using online services there really isn't much of a use case for those machines outside of fraud.
